New features in SIMO 0.4.0

Operations can now be forced to follow a schedule set outside the simulation; i.e., all operations and their timing can be constrained to a given schedule, and no operations are suggested by the simulator.
It's now possible to write prediction models in Python as well as C.

• Aggregation reports are known not to work on deeply hierarchical data sets (more than three data levels)
• The weights for the LP optimization results are not included in any of the reporting options. Thus if the LP solution contains partial weights, the optimization reports are incorrect.
